Why do good things happen to bad people?

Take Saddam Hussein for instance. He was given a totally awesome "necktie" awhile back. Keep in mind, it was from a court system or tribunal that probably really hated the guy deep down. Sure, it wound up "killing" him, but it's the "thought" that counts...right?
