Babies hands by face???

my babygirl is 3 months old...she constantly has her hands by her face..rubbing and its almost like its itchy or something. she also wont sit still sometimes..very squirmy. is this teething? i stuck my finger in her mouth and she was chomping so hard it almost hurt me. but it doesnt really look like they are coming in..should i see her doc for this!? what could it be?
