those are low qualifications. sounds to me like you dont know what you are doing.500GB hard drive.... 100 bucks. 2GB ram, 100 bucks. vista sucks. graphics card does matter. and a screen comes with anything so that doesnt really affect where you get it. same with a keyboard mouse and speakers.
